Regulation (EU) No. 228/2013, sets out a series of specific measures in the agricultural sector aimed at remedying the difficulties caused by the exceptional situation of the outermost regions of the Union; and Delegated Regulation (EU) No. 179/2014 and Implementing Regulation (EU) No. 180/2014, set out the particular provisions for the implementation and management of these actions in order to ensure the proper functioning of the program in the new legal framework. In order to guarantee the supply of essential agricultural products to the outermost regions and mitigate the additional costs arising from this condition, a specific supply arrangement (SSA) is established, under which aid is granted for the supply of certain agricultural products to these regions. Such aid must take account of the additional cost of transport to those regions and the prices charged for exports to third countries and, in the case of agricultural inputs or products intended for processing, the additional costs arising from the outermost location and, in particular, insularity and small size, difficult topography and climate, and the fact that the islands are scattered.
